HOUSING DEPARTMENT

The CTCLUSI Housing Department envisions a community where all eligible CTCLUSI Tribal Members, members of other Federally Recognized Tribes, as well as other families that are at risk have access to safe and affordable housing. The Housing Department assists families by partnering with other CTCLUSI departments along with community- based organizations with hopes of providing housing services, education, and maintenance of decent, safe, and affordable housing.

Please note inventory will be limited, Pick up times and dates will be scheduled with social distancing measures later in January and February 2021.   Pick up is encouraged and sites will be at all three Government offices, Coos Bay, Florence, and Eugene. 

 

 

 

 

There is specific criteria and eligibility requirements for each of our Housing Programs. Please call us, and we will gladly explain each program in more detail and let you know how to apply.

Tribal Housing Programs:
The Housing Department offers five housing assistance programs for low to moderate income Tribal families. All applicants must meet specific requirements to participate in these programs. The following is a brief description of the programs we offer:

This program assists low income Tribal Families maintain a rental home such as an apartment, house, duplex, or other approved rental unit by paying a portion of the rent directly to a private landlord and/or property management company. This program is only available in the State of Oregon. Rental units as well as applicants must meet specific criteria and there is currently a waitlist for this program.  Families are offered participation in this program on a first come, first serve basis dependent on budget and eligibility.

Student rental assistance is also available to full time college students who are enrolled with CTCLUSI’s Education Department and who meet the program criteria. Student Rental Assistance is available throughout the United States. 

CTCLUSI’s Tribal Housing is a program is offered to low-income families who meet the program criteria.  CTCLUSI’s HUD housing units are located within Coos Bay, North Bend, and Florence, OR.  Eligible tenants living in these units pay 20% of the family’s gross income towards rent.

CTCLUSI’s housing unites vary in size from single-family homes, duplexes, as well as 4-plexes; units range from 1-4 bedrooms depending on the unit. Rent is paid directly to the Housing Department and maintained by CTCLUSI’s Maintenance Department. The Florence units do have a preference for Tribal members who are employed by a Tribal entity.

This program is to assist low to moderate income Tribal Members who reside in the State of Oregon and are purchasing their first home. If the applicant and the potential home meet all program criteria, the applicant may qualify for up to $15,000 which can be used towards the down payment and closing costs of the home purchase.

The awarded “loan” amount is recorded as a silent secondary mortgage and is forgivable after seven (7) years as long as the participant is still living in the home. The Tribal Member must be listed on the deed. Income is calculated on the family’s gross household income of all adults 18 years of age and older.

This program assists low to moderate income Tribal Members and is intended to repair the owner-occupied home. This program is available throughout the United States. This program is not intended for cosmetic or unnecessary repairs. This program can include but not limited to roof repair or replacement, heating system, electric or pluming repairs.

Qualified eligible home owners may receive up to $15,000 paid directly to the contractor. The home repair program strives to assist homeowners make their home a decent, safe, and healthy place to live. The “loan” amount is recorded as a silent secondary mortgage and is forgivable after seven (7) years as long as the participant is still living in the home. The Tribal Member must be listed on the deed. Income is calculated on the family’s gross household income of all adults 18 years of age and older.

The Housing Department offers two Emergency Assistance Programs. While the programs are both designed to assist with emergencies, the eligibility requirements, awards, and funding sources are different.

The Emergency Assistance program is intended for Tribal individuals/ families who are homeless through no fault of their own. Emergency assistance financial awards may include, but are not limited to: placement in community-based crisis centers, transitional housing, motel, or payment of one (1) month of rent or deposit toward a new rental unit. This Emergency Assistance program is available throughout the United States.

CTCLUSI’s Oregon Housing and Community Services (OHCS) Grant is a transitional housing and homeless prevention program that is funded through the State of Oregon. OHCS is only available through applicants in the State of Oregon and is designed for Tribal individuals for families who are homeless or facing homelessness through no fault of their own. OHCS program offers financial awards which may include, but are not limited to court fees related to eviction, short term rent assistance, transitional housing, deposit for a new rental unit, utility assistance and set up, or moving costs.
